Letter: Carry forward of surplus emissions from the First Welsh Carbon Budget

This is a letter from Lord Deben, Chairman of the Climate Change Committee, to Julie James MS, Minister for Climate Change at the Welsh Government. It outlines the Committee’s advice on whether surplus emissions in Wales’ First Carbon Budget (2016-2020) should be carried forward to the Second Carbon Budget (2021-2025).

2. Key messages

  • The Committee’s unequivocal advice is that surplus emissions from the First Carbon Budget (CB1) should not be carried forward.
  • The legislated Second Carbon Budget level is less ambitious than the CCC’s Balanced Pathway for Wales designed to set out the path for Welsh emissions on the path to Net Zero by 2050. Our advice in 2020, was that the Welsh Government should aim to outperform the legislated Second Carbon Budget, on the way to meeting the Third Carbon Budget.
  • Carrying forward the surplus emissions from First Carbon Budget would make the Second Carbon Budget less ambitious and put Wales at risk of missing its future targets.
  • At this time there are no specific anticipated changes to the inventory that would make the Second Carbon Budget unachievable for Wales.
