Sixth Carbon Budget and Welsh emissions targets – Call for Evidence Summary https://www.theccc.org.uk/publication/sixth-carbon-budget-and-welsh-emissions-targets-call-for-evidence-summary/ Wed, 29 Jul 2020 16:11:50 +0000 https://ww2.theccc.org.uk/?post_type=publication&p=19326 In late 2019, the Committee launched a call for evidence to inform its advice to the UK Government on the Sixth Carbon Budget, due to be published in December 2020. In addition, the Committee sought input on Wales’ third carbon budget and interim emissions targets. Read a summary of the responses we received.

This letter is from Lord Deben, Chairman of the Committee on Climate Change, to Paul Wheelhouse MSP, Lesley Griffiths AM and Noel Lavery. It contains the Committee’s latest advice on the impact of the Business Energy Tax Review and the CRC Energy Efficiency Scheme.

  • The net impact of the new package is to provide a small reduction in emissions. An instrument – the CRC – that might have been used to produce further emissions reductions has, however, been lost.
  • There is potential for DAs to use reporting schemes to go further, but it would be best that this is done as co-operatively as possible with UK proposals for Streamlined Energy and Carbon Reporting to ensure the greatest harmonisation of requirements.
  • There is also potential for further ambition in the public sector, including through the devolved reporting schemes.

This report advises on the level at which Welsh interim carbon targets and Welsh carbon budgets should be set. It comes in response to a request from the Welsh Government to the Committee for independent advice on these targets.

The Committee’s advice takes into account specific factors relating to the Welsh economy and its sources of emissions.

The report was updated on 14 February 2018 to correct an arithmetic error in the original version. This relates to the recommended emissions reduction target for 2020 if the Aberthaw power station closes before 2020, and to the recommended level of the first carbon budget in the case that Aberthaw closes before 2018.

  • The level of the 2020 target if Aberthaw closes before 2020 was  previously stated as -34%. This has been corrected to -32%.
  • The level of the first carbon budget if Aberthaw closes in 2018 was previously stated as -26%. This has been corrected to -25%.

All versions of the report published on this page are up to date.

Recommended interim targets:

  • A 2020 target for an emissions reduction of 27% on 1990 levels.
  • A 2030 target for an emissions reduction of 45% on 1990 levels.
  • A 2040 target for an emissions reduction of 67% on 1990 levels.

Recommended carbon budgets:

  • First carbon budget (2016-20). Emissions are limited to an average of 23% below 1990 emissions.
  • Second carbon budget (2021-25). Emissions are limited to an average of 33% below 1990 emissions.

Advice on the design of Welsh carbon targets sets out the Committee’s recommendations on developing emissions targets for Wales, following a request from the Welsh Government.

The Welsh Government has committed to reducing emissions in Wales by at least 80% on 1990 levels by 2050. This includes interim emissions targets to 2040 and five-yearly carbon budgets to 2050. The level of the targets and budgets is currently under consideration.

This report:

  • Assesses the challenges and opportunities of decarbonisation in Wales
  • Highlights issues for consideration when setting Welsh carbon targets
  • Recommends key principles for the design of Welsh carbon targets

The Committee will provide further advice on Welsh emissions targets and budgets later in 2017.

Advice on the design of Welsh carbon targets is also available in Welsh.

Progress on reducing emissions and preparing for climate change in Wales https://www.theccc.org.uk/publication/progress-on-reducing-emissions-and-preparing-for-climate-change-in-wales/ Tue, 15 Jan 2013 18:49:27 +0000 https://ww2.theccc.org.uk/?post_type=publication&p=1279 This is the Committee’s second report to the Welsh Government on progress reducing emissions and preparing for climate change. It finds that emissions increased in 2010, but are likely to have fallen in 2011, due mainly to temperature and economic factors. The report concludes that good progress has continued, particularly in the residential and waste sectors. However Wales’ emission targets are challenging and require continued and increased effort across all sectors.
