CCC long-term targets report: Letter to Environment, Climate Change and Land Reform Committee

This is a letter from the Chief Executive of the Committee on Climate Change, Chris Stark, to the Convener of the Environment, Climate Change and Land Reform Committee (ECCLR), Gillian Martin MSP, about the CCC’s recent advice on long-term climate change targets for the UK and for Scotland.

Following evidence given by the CCC to the ECCLR on 14 May 2019, this letter provides additional information on interim targets for Scotland. The letter states that:

  • It is essential that the 2030 and 2040 interim targets are set on the same emissions accounting basis as the net-zero target.
  • Our recommendation for a 70% reduction in Scottish greenhouse gas emissions by 2030 is on the basis of assumed future methods of accounting.
  • This would equate to a reduction of around 76% when accounting for emissions as is done currently.
  • We will undertake more detailed analysis of near-term emissions reductions for our advice on the UK sixth carbon budget in 2020, at which point we will be better placed to provide a more precise assessment of the path for Scottish emissions.
