Assessing UK progress in reducing emissions

The UK, Scotland, Wales and Northern Ireland have ambitious targets to reduce emissions. Now the priority is to deliver against these targets. This shift in focus, from ambition to delivery, is the basis of our new Monitoring Framework, which sets out our updated approach to tracking UK progress.

This is an evolving framework, and we will continue to update our approach over time, including as targets change, when new data becomes available, and after major Government decarbonisation strategies. We welcome feedback and suggestions.

2022 Progress Report to Parliament

The CCC’s annual assessment of UK progress in reducing emissions.

This statutory report provides a comprehensive overview of the UK Government’s progress to date in reducing emissions. It is accompanied by a new Monitoring Framework which details the CCC’s updated approach to tracking real-world progress through a host of new indicators.

This is a pivotal point in the UK’s journey to Net Zero. The UK is one of the few countries with emissions targets in line with the long-term temperature goal of the Paris Agreement. Policy ambition has moved substantially with the publication of the UK’s Net Zero Strategy. Now is the time to deliver the promised action.

This report presents the summary and recommendations of the Committee on Climate Change’s 2017 Report to Parliament and the Adaptation Sub-Committee’s 2017 Report to Parliament.

It finds that:

  • Two new plans covering emissions reductions and actions to prepare for climate change are needed to meet the UK’s climate change objectives
  • The plans to be developed by the new Government will be drawn up against a backdrop of changes that could help to deliver better policy. However, some of these changes also present risks to the delivery of those climate change plans
  • Climate policy is increasingly connected to wider issues, leading to new opportunities to create multiple benefits from action to address climate change

The Government responded to the Committee’s 2017 Progress Report to Parliament in October 2017.
